Here we go again- the Virginia Beach City Government promotes corruption. We all read the emails. We all know this woman cannot even manage a golf course much less the Virginia Beach Economic Development. But hey, she participated in the corruption and assisted private interests in obtaining public property. The city really hasn't learned anything since May 31, 2019, have they.
City Manager Patrick Duhaney has appointed Emily Archer as the director of the City’s Department of Economic Development. Archer, a veteran to the department's leadership team, has served as the acting director for the past six months, providing steady leadership and guiding several initiatives throughout this period.
She brings more than 20 years of experience in both the private and public sectors, with extensive expertise in planning, project management, and community collaboration. During her 11 years with the City, Archer has authored several Council‑adopted plans, overseen major capital improvement projects, and worked across numerous departments and with community stakeholders on critical initiatives and public‑private partnerships. Her broad experience and professional training have made her a strong leader within the Economic Development department.
“Emily has consistently demonstrated exceptional leadership and strategic insight during her time as acting director, and in her past roles with the City," said City Manager Patrick Duhaney. “We look forward to the continued progress and innovation she will bring to the department in her new role."
Archer holds a Master of City Planning from the University of Pennsylvania and is a licensed landscape architect. She will assume her new role on July 23, 2026. https://bit.ly/4pxSqx3
