Background : The founding of Katipunan by Bonifacio in 1892 and the revolution of the eight provinces in the Tagalog region, the Pact of Biak-na-Bato in 1897 and declaration of Independence by Aguinaldo on June 12 1898 in Kawit, Cavite endeavored for the collapse of the Spanish colonial government in the Philippines and the birth of the first Republic in Asia.
1898 IN ALBAY
Don Emilio Morera in Albay confirmed the news that the Spaniards accepted the terms laid by Aguinaldo. The Spanish authorities in Bicol handed the provinces to the Filipinos. Governor Angel Bascaran was the last Spanish governor of Albay. Spaniards together with their families from the several pueblos of Bicol gathered in Legazpi (already a "city" by virtue of Becerra Law of 1892). Aboard the steamer ships in the Port of Legazpi, they departed Bicol bound to Manila on the night of 14 September 1898. The exodus of the colony marked the end of their rule in Albay and independence of Bicolanos from Spain after its three centuries of domination.
*The leading members of principalia class met on September 22 in the capitol of Albay to organize a provisional government. Elected to head the province was Don Anacleto Solano of Camalig.
