Since we know that there are a particularly large number of South East Asia fans among you (we ourselves too, of course), we follow all the news about Thailand's opening programs on a daily basis. Today we have an update for you about the latest developments.
▶ ️️ PCR tests should be booked and paid for online in advance
The ThailandPSAS portal has been online for a few days. There, the three mandatory PCR tests must be agreed and paid for in advance. The first test takes place upon arrival at the airport, for the tests on 6/7. and 12./13. Day there are five test sites on the island to choose from. All three tests together cost the equivalent of around 205 euros. To make an appointment, you first need a hotel booking in a licensed (SHA +) hotel. The hotel then gives you the so-called "Shaba-ID". You can find instructions here.
▶ ️️ Charter flights from Phuket to Bangkok for sandbox tourists
Since the domestic air traffic is currently largely suspended, charter flights have now been approved, which are only allowed to bring Phuket sandbox tourists from Phuket to Bangkok. The first took off last Saturday and was carried out by THAI Smile (tickets for the equivalent of 109 euros).

▶ ️️ 6 more destinations open in connection with the "Phuket Sandbox Project"
Other targets that have made good progress with vaccinations are expected to join the Phuket opening project on August 1st. This has already been confirmed by the "Center for Economic Situation Administration", now the formal approval of the "Center for Covid-19 Situation Administration" under the chairmanship of Prime Minister Prayut is still missing.
Accordingly, a "7 + 7 model" should be used. Anyone who has stayed on Phuket for seven days (and the PCR test was negative on the sixth or seventh day) can stay in the additional regions for the following seven days. If the last test was negative after a total of 14 days (carried out on the 12th or 13th day), then the entire country can be traveled.

▶ ️ Flight bans
Due to the increasing number of cases (for which Delta is held responsible), from 21.7. Domestic flights to and from high risk areas ("dark red zones") are prohibited. Since the greater Bangkok area is one of them, domestic air traffic is severely restricted. There are other such zones in the far south on the border with Malaysia.
Only flights belonging to the Phuket sandbox and the "Samui +" program are allowed. The other remaining domestic flights may be operated with a maximum load of 50%.
▶ ️ Actions on Phuket
In view of the increasing numbers in the rest of the country, people on Phuket are afraid of the success of the Phuket sandbox project and therefore various protective measures are also being adopted on the island. From 20.7. in the interim:
Alcohol in restaurants may only be consumed until 9 p.m.
Bars and clubs have to close
Shopping malls have to close at 9 p.m., supermarkets from 11 p.m. to 4 a.m.

▶ ️ From July 15th: "Samui Plus"
From today, fully vaccinated travelers can also travel quarantine-free to the islands of Koh Samui, Koh Phangan and Koh Tao. But here, too, there are a few things to consider.
For example, travelers are only allowed to travel on "sealed route flights" with Bangkok Airways from Bangkok (3 times a day) or Phuket (4 times a week). "Sealed" means that these flights can only be used as connecting flights from international flights. From August 1st, flights from Singapore will also follow.
In contrast to Phuket, on Samui you initially have to stay in a quarantine hotel (ALQ hotel), which you are not allowed to leave for the first three days. After that, selected tours and regions on the island are also open to you.
If the PCR test is carried out on 6/7 Day is negative, you can then switch to other hotels (SHA + certified), including on the neighboring islands of Koh Phangan and Koh Tao. Even if the test on 12./13. Day is negative, you can travel all over the country after 14 days.
As the program was decided very late and was less of a focus than Phuket, interest is still limited. Only 4 tourist entries are expected this Friday (33 travelers have been registered for the whole of July so far). 177 of 671 hotels on Koh Samui are already open.
▶ ️ From October 1st: "Hua Hin Recharge"
One of the next regions for opening up in Thailand will be Hua Hin. Entry there should be possible under similar conditions from October 1st. The governor of the province announced this on Wednesday. By then, the aim is to vaccinate 70% of the province's population and 100% of those who work in tourism. The start is linked to the hope that almost 90,000 people will find work again in the tourism sector.
▶ ️ Phuket: prepayment for tests
Since the last rule change it has been said that the PCR tests on site (1st + 6th / 7th + 12th / 13th day) have to be agreed and paid for before the trip and that you should contact your hotel for this. In our tests, however, none of the hotels knew anything about this or did not even respond.
Therefore, work is now being carried out on an online platform on which this should be possible in the future. With the "Phuket Swab Appointment System", the location of the tests can be selected and payment can be made. Start should actually be today ...
▶ ️ What happens if someone tests positive on the same plane?
As we already reported this week, it can happen that you have to switch from your booked hotel to a quarantine hotel (with additional costs), even if you yourself tested negative. Namely when another passenger on the plane tested positive.
We now have more detailed information on this: Not all passengers from the plane then have to be quarantined, but only those who were sitting near ("high-risk area") the allegedly infected person. This applies to two rows of seats in front of and behind the person, as well as the three seats to the left and right of them in all of these five rows.
So far there have been 7 cases that tested positive in the Phuket Sandbox Project. One person was already positive on the entry test and the other on the sixth or seventh day. With 5360 entries by then that is about 0.13 percent.
Important: If you don't want to spend 14 days in the quarantine hotel, you can leave the country at any time as long as your own test is negative. A dozen tourists have already made use of this.
▶ ️ Recognition of cross vaccination
At the moment, heterologous vaccination (cross-vaccination with two different vaccines) is not recognized by Thailand for quarantine-free entry. We suspect that this could change soon, as this type of vaccination is becoming increasingly popular in Thailand. Since there is uncertainty in the country about how effective the Chinese vaccine Sinovac is against the Delta variant, people who received their first vaccination with it should get their second vaccination with the active ingredient from AstraZeneca. This was announced by the National Communicable Disease Committee.
▶ ️ Location in the rest of the country
The number of cases is currently at a new all-time high, which is attributed to the delta variant. But there are regional differences. The hardest hit areas are Bangkok and the surrounding provinces or to the east of it. Therefore, special measures are issued there: From 9 p.m. to 4 a.m. there is a night curfew and all shops except supermarkets, restaurants, banks, pharmacies and electronics stores in shopping centers have to close.
Many of the cases at the start of the wave are said to be due to nightclub contagion. There is anger among the population at the seemingly too rapid easing of the recent past and the lack of economic support for those affected by the new measures. No lockdown measures are felt for tourists on Phuket, but schools are apparently closed for the time being.

da wir wissen, dass besonders viele Süd-Ost-Asien-Fans unter euch sind (wir selbst natürlich auch), verfolgen wir täglich alle Nachrichten rund um Thailands Öffnungsprogramme. Heute haben wir nun wieder ein Update über die neuesten Entwicklungen für euch.
▶️️ PCR-Tests sollen im Voraus online gebucht und bezahlt werden
Seit einigen Tagen ist das Portal ThailandPSAS online. Dort müssen die drei verpflichtenden PCR-Tests vereinbart und im Voraus bezahlt werden. Der erste Test findet bereits bei der Ankunft am Flughafen statt, für die Tests am 6./7. und 12./13. Tag stehen fünf Teststellen auf der Insel zur Auswahl. Alle drei Tests kosten zusammengenommen umgerechnet etwa 205 Euro. Für die Terminvereinbarung braucht man zuerst eine Hotelbuchung in einem lizenzierten (SHA+) Hotel. Vom Hotel bekommt man dann die sogenannte "Shaba-ID". Eine Anleitung findet ihr hier.
▶️️ Charterflüge von Phuket nach Bangkok für Sandbox-Touristen
Da der Inlandsflugverkehr derzeit zu großen Teilen eingestellt ist, wurden nun Charterflüge genehmigt, die nur Phuket-Sandbox-Touristen von Phuket nach Bangkok bringen dürfen. Der erste hob bereits am vergangenen Samstag ab und wurde von THAI Smile durchgeführt (Tickets für umgerechnet 109 Euro).
Hier die Nachrichten aus unseren letzten Updates:
▶️️ 6 weitere Ziele öffnen in Verbindung mit dem "Phuket Sandbox Project"
Weitere Ziele, die gute Fortschritte bei den Impfungen gemacht haben, sollen sich am 1. August dem Öffnungsprojekt von Phuket anschließen dürfen. Dies hat bereits das "Centre for Economic Situation Administration" bestätigt, nun fehlt noch die formale Genehmigung des "Centre for Covid-19 Situation Administration" unter vom Vorsitz von Premierminister Prayut.
Demnach soll ein "7+7 Modell" angewendet werden. Wer sich für sieben Tage auf Phuket aufgehalten hat (und der PCR-Test am sechsten oder siebten Tag negativ war), darf sich für die folgenden sieben Tage in den zusätzlichen Regionen aufhalten. Wenn dann nach den insgesamt 14 Tagen auch der letzte Test negativ war (Durchführung am 12. oder 13. Tag), dann kann das gesamte Land bereist werden.
Die möglichen Regionen sind:

▶️ Flugverbote
Wegen der steigenden Fallzahlen (für die Delta verantwortlich gemacht wird) werden ab dem 21.7. Inlandsflüge von und zu Hochrisikogebieten ("dunkelrote Zonen") verboten. Da auch der Großraum Bangkok dazu gehört, ist der Inlandsflugverkehr damit stark eingeschränkt. Weitere solcher Zonen gibt es ganz im Süden an der Grenze zu Malaysia.
Erlaubt bleiben nur die Flüge, die zum Phuket-Sandbox und zum "Samui+" Programm gehören. Die sonstigen verbleibenden Inlandsflüge dürfen mit einer Auslastung von maximal 50% durchgeführt werden.
▶️ Maßnahmen auf Phuket
Auf Phuket hat man angesichts der im restlichen Land steigenden Zahlen Angst um den Erfolg des Phuket Sandbox Projekts und erlässt daher auch auf der Insel diverse Schutzmaßnahmen. So gilt ab dem 20.7. vorübergehend:
Alkohol in Restaurants darf nur bis 21 Uhr konsumiert werden
Bars und Clubs müssen schließen
Shopping-Malls müssen um 21 Uhr schließen, Supermärkte von 23 bis 4 Uhr
maximal 150 Personen dürfen sich versammeln
▶️ Ab 15. Juli: "Samui Plus"
Ab heute können vollständig geimpfte Reisende auch quarantänefrei auf die Inseln Koh Samui, Koh Phangan und Koh Tao reisen. Aber auch hier ist wieder einiges zu beachten.
Beispielsweise dürfen Reisende nur auf "sealed route flights" mit Bangkok Airways von Bangkok (3mal täglich) oder Phuket (4mal die Woche) einreisen. "Sealed" bedeutet dabei, dass diese Flüge nur als Anschlussflüge von internationalen Flügen aus nutzbar sind. Ab dem 1. August sollen auch Flüge ab Singapur folgen.
Anders als auf Phuket muss man auf Samui anfangs noch in einem Quarantänehotel (ALQ-Hotel) bleiben, welches man die ersten drei Tage nicht verlassen darf. Danach stehen einem auch ausgewählte Touren und Regionen auf der Insel offen.
Wenn der PCR-Test am 6./7. Tag negativ ist, kann man danach in andere Hotels wechseln (SHA+ zertifiziert), auch auf den Nachbarinseln Koh Phangan und Koh Tao. Wenn auch der Test am 12./13. Tag negativ ist, darf man nach 14 Tagen das ganze Land bereisen.
Da das Programm sehr spät beschlossen wurde und weniger im Fokus der Aufmerksamkeit stand als Phuket, ist das Interesse noch begrenzt. Für diesen Freitag werden erst 4 touristische Einreisen erwartet (für den ganzen Juli sind bisher 33 Reisende angemeldet). 177 von 671 Hotels auf Koh Samui sind bereits geöffnet.
▶️ Ab 1. Oktober: "Hua Hin Recharge"
Eine der nächsten Regionen für die Öffnung in Thailand wird Hua Hin sein. Dort soll die Einreise zu ähnlichen Bedingungen ab dem 1. Oktober möglich sein. Dies verkündete am Mittwoch der Gouverneur der Provinz. Bis dahin wird eine Impfung von 70% der Bevölkerung der Provinz und 100% der Personen, die im Tourismus arbeiten, angestrebt. Mit dem Start verbindet sich die Hoffnung, dass knapp 90.000 Menschen im Tourismussektor wieder Arbeit finden.
▶️ Phuket: Vorauszahlung der Tests
Seit der letzten Regeländerung heißt es, dass die PCR-Tests vor Ort (1. + 6./7. + 12./13. Tag) schon vor der Reise vereinbart und bezahlt werden müssen und man sich dafür an sein Hotel wenden soll. In unseren Versuchen haben jedoch alle Hotels nichts davon gewusst oder gar nicht erst geantwortet.
Daher wird nun an einer Online-Plattform gearbeitet, auf der dies in Zukunft möglich sein soll. Beim "Phuket Swab Appointment System" kann der Ort der Tests ausgewählt und die Zahlung vorgenommen werden. Start sollte eigentlich schon heute sein...
▶️ Was passiert, wenn jemand im selben Flugzeug positiv getestet wird?
Wie wir in dieser Woche bereits berichteten, kann es passieren, dass man von seinem gebuchten Hotel in ein Quarantäne-Hotel wechseln muss (mit zusätzlichen Kosten), auch wenn man selbst negativ getestet wurde. Nämlich dann, wenn ein anderer Passagier im Flugzeug positiv getestet wurde.
Hierzu haben wir nun genauere Infos: Nicht alle Passagiere aus dem Flugzeug müssen dann in Quarantäne, sondern nur diejenigen, die in der Nähe ("high-risk area") der mutmaßlich infizierten Person saßen. Dies betrifft zwei Sitzreihen vor und hinter der Person, sowie in all diesen fünf Reihen auch die drei Sitze links und rechts davon.
Bisher gab es im Phuket Sandbox Project 7 positiv getestete Fälle. Davon war eine Person bereits beim Einreisetest positiv und die anderen am sechsten oder siebten Tag. Bei bis dahin 5360 Einreisen sind das etwa 0,13 Prozent.
Wichtig: Wer keine 14 Tage im Quarantäne-Hotel verbringen möchte, darf auch jederzeit wieder ausreisen, solange sein eigener Test negativ ist. Davon machte bereits ein Dutzend Touristen Gebrauch.
▶️ Anerkennung der Kreuzimpfung
Momentan wird die heterologe Impfung (Kreuzimpfung mit zwei verschiedenen Impfstoffen) von Thailand nicht für die quarantänefreie Einreise anerkannt. Wir vermuten, dass sich dies bald ändern könnte, da diese Art der Impfung gerade auch in Thailand ins Bewusstsein rückt. Da man im Land nämlich unsicher ist, wie wirksam der chinesische Impfstoff Sinovac gegen die Delta-Variante ist, sollen Menschen, die ihre Erstimpfung damit erhielten, ihre Zweitimpfung mit dem Wirkstoff von AstraZeneca bekommen. Dies teilte das National Communicable Disease Committee mit.
▶️ Lage im restlichen Land
Derzeit sind die Fallzahlen auf einem neuen Allzeit-Höchststand, was auf die Delta-Variante zurückgeführt wird. Regional gibt es aber Unterschiede. Die am stärksten betroffenen Gebiete sind Bangkok und die umliegenden bzw. östlich davon gelegenen Provinzen. Dort werden deshalb auch besondere Maßnahmen erlassen: Von 21 bis 4 Uhr gibt es eine nächtliche Ausgangssperre und alle Geschäfte außer Supermärkte, Restaurants, Banken, Apotheken sowie Elektronikgeschäfte in Einkaufszentren müssen schließen.
Viele der Fälle zu Beginn der Welle sollen auf Ansteckungen in Nachtclubs zurückzuführen sein. In der Bevölkerung herrscht Wut über die anscheinend zu schnellen Lockerungen der letzten Zeit und fehlende wirtschaftliche Hilfen für Betroffene der neuen Maßnahmen. Auf Phuket sind für Touristen keine Lockdown-Maßnahmen zu spüren, aber die Schulen sind anscheinend vorerst geschlossen.
